Most importantly, they are looking for ways to slow the foreclosure process so that the property values in many of these areas can stop falling so quickly. In many areas of California, foreclosure numbers are on the rise, which in turn hurts the house values there. That is because when foreclosure properties enter the market, and often sell for less than other homes in the area, the price of all homes in that region falls considerably. As you can imagine, this is not just one or two homes here and there. In order for the real estate market in California to be effected so much, the numbers have to be incredibly large.
